Overview:Opportunity for a motivated transit expert to guide
transformative change in a rapidly growing transit system! Senior
level position, applying industry best practice for mobility,
equity and community engagement to redesign bus services around
growing regional rail and bus rapid transit systems.Under limited
supervision, the Senior Transportation Planner will serve as
project manager in the development of complex, multifaceted short-
and long-range public transportation service plans within budget
constraints, and according to best practice for performance-based
planning, mobility, equity and community engagement, including
oversight of program scope, strategies, studies and technical
evaluation as well as administration of program budget,
inter-jurisdictional agreements and consultant contracts.
Considered a key adviser and subject matter expert on annual work
program development and on approaches to program areas such as
system planning, system research, decision support systems and
interagency coordination.Proactively and independently leads major
projects. Supports and leads stakeholder engagement and outreach on
transit service changes. Formulates new policy recommendations as
needed and works with management to confirm direction.Essential
Duties:* Data gathering and analysis for complex, multifaceted
assignments - Investigates, data mines for information, compiles
and prepares technical analyses of a wide variety of demographic,
economic, social and physical data relating to transit service.

including product evaluation, standardization of agency data, staff
and vendor negotiations and management* Lead service planner or
project manager for bi-annual system service changes. Coordinates
with interdepartmental staff, external agencies and jurisdictions,
public officials, local citizen groups, and general public.
Participates and serves as subject matter expert in service change
process improvement group. Develops and recommends service plans in
accordance with the CT corporate vision and goals, budget
constraints, community concerns and technical parameters and
according to best practice for performance-based planning,
mobility, equity and community engagement. Determines formulation
of instructional information, procedures for conducting study and
programs, deadlines and timelines, resources, integration with
system, etc.* Researches, analyzes and summarizes data, tracks and
evaluates the efficiency and effectiveness of transit services.
Determines costs and benefits of proposed modifications to routes,
schedules and operating policies and prepares.* Designs, organizes
and manages planning studies and programs focusing on complex,
multifaceted short-, mid- and long-term public transportation
service requirements. Develops and recommends new service concepts
and alternatives.* Lead and represent agency on intra-and
inter-agency teams, and support and lead stakeholder engagement and
outreach on transit service changes. Represents and supports the
agency at meetings, public forums and other inter-jurisdictional
groups and committees. Assists in multi-jurisdictional planning and
promotes agency objectives. Determines proper position and
responses, presentation format and negotiating style. Reviews and
Advises on safety, funding, timeline and operational
characteristics of capital projects. This includes presentation to
Board of Directors, Board Committees, executive staff and
stakeholders; as needed, acts as chair or in a leadership role for
regional inter-agency committees; coordinates infrastructure
projects with cities and transit partners, including advising on
access, operational considerations, safety and funding.* Responds
in person, by telephone and in writing to customer and community
complaints and requests concerning transit service. Performs field
inspections and decides what action, if any, should be taken.
Responds to requests from partner agencies.* Through data base
search programs such as SQL, Excel, GIS, HASTUS and Remix,
generates and creates maps, charts, illustrations, graphics and
reports describing current and proposed transit service for
presentation to staff, management, board of directors and the
general public. Originates and initiates route operating
instructions for transit operators.Requirements:Minimum
Qualifications* Bachelor's degree in planning, architecture, public
administration, geography, economics, engineering or other closely
related field.* Five years' experience in an applicable field.*
Must possess a valid Washington state driver's license by the time
of hire.A combination of education and experience sufficient to
successfully perform the essential duties of the job may be
considered.Preferred* Master's degree in Planning, Transportation
or Land Use.* American Institute of Certified Planner (AICP)
designation.* Three years' experience working with interagency
committees and in project management is preferred.Entry
Requirements for: Knowledge and SkillsQualification to enter this
position requires knowledge of the following:* Principles and
practices of transportation and land use planning.* Principles and
methods for analysis, research and evaluation; including
statistical analysis techniques.* Economic principles,
cost/benefits analysis, survey methods, and data processing systems
in support of planning programs and projects.* Software
applications in support of planning programs and projects.* Survey
techniques.* Washington State Growth Management Act and
transportation related RCW, federal planning requirements and ADA
non-discrimination policies and procedures.Qualification to enter
this position requires skill in:* Data Analysis - Developing,
managing and using data and data systems; conducting studies by
applying principles and methods of data analysis, research and
evaluation.* Organizational influence and leadership. Gaining
support of others through persuasiveness, credibility an expertise.
Inspiring others to collaborate voluntarily.* Building and
maintaining positive working relationships internally and
externally, even in times of stress and conflict. Participating in,
facilitating and supporting conflict resolution; exchanging
feedback in an open, constructive and professional manner;

collaborating with others to generate and implement workable and
useful solutions; exhibiting situational awareness and strategic
judgment; recognizing when sources of information and/or partners
should be consulted and when to escalate information.* Identifying
opportunities for creative problem solving while staying within the
parameters of good practice.* Designing, organizing and conducting
complex short-and-mid-range, long-range planning projects*
Effective oral, written and presentation communication.* Operation
of PC equipment and related software.Proficient Performance
Requirements for Knowledge and SkillsQualification to fulfill the
full range of this position's duties requires the following
knowledge, which may be gained or further developed after entering
the job:* Demonstrated proficiency in Planning Software programs
used in fulfilment of role duties.Physical RequirementsClimbing,

performance tests. The hiring range for the position is $85,730.00
