Business Unit Description
The Senior Community Service Employment Program (SCSEP) is the
nation's oldest program to help low-income, unemployed individuals
age 55+ find work.
AARP Foundation first matches eligible older job seekers with
local nonprofits and public agencies so they can increase skills
and build self-confidence, while earning a modest income. Based on
their employment interests and goals, participants may also receive
supportive services and skills training through an educational
institution. Their SCSEP experience most often leads to permanent

Senior Community Service Employment Program (SCSEP) project site
activities and in meeting all program and AARP goals. Under the
direction of the Project Director, assist in the responsibility and
accountability for the effective management of the local project
site in accordance with the AARP Foundation SCSEP Administrative
Procedures Manual, applicable Federal Regulations and other program
directives. Work under the general direction of the Project
Director and Regional Manager.
Responsible for the running of the project site office through
the distribution of administrative responsibilities of the site
participants. Includes learning, understanding and ensuring
compliance with the SCSEP Administrative Procedures Manual. Will
help select, train, and supervise site participant staff.
Understand and have hands-on, working knowledge of all computer
applications including SPARQ, ETS, e.magination Payroll Manager,
WorkSearch, and email procedures required to use the computers
assigned to the project site to accomplish all aspects of the job
as directed by the Project Director. Be capable of training
participant staff in all aspects of the computer required to
successfully manage the site.
Identify and resolve appropriately non-standard situations;
document work activities, prepare accurate and timely reports and
any such administrative reports as may be necessary. Take
independent action in solving problems while exhibiting judgment
and a realistic understanding of issues.
As needed, assists in the recruitment of non-profit host
agencies in which to place participants and ensures that
participants are given adequate orientations including safety
Promote and market different aspects of the Senior Community
Service Employment Program in the local community, as necessary to
achieve project site goals by making presentations, using written
communication material, and obtaining media coverage.
Clearly present information through verbal and written
communication to varied and culturally diverse audiences; promote a
positive image of mature workers to all segments of the
Demonstrates "One AARP" attributes and behaviors in all
Completion of a Bachelor's degree preferred.
3 years of progressively responsible management experience,
including 2 years supervision of staff and 2 years of budget
management; or an equivalent combination of training and experience
related to the duties of the position.
Experience working in an environment with complex administrative
or regulatory procedures, as well as proficiency in contemporary
software packages required.
