Job Summary The Director of Everett Shops in collaboration with the Senior Director of Rail Maintenance and Senior Director of Bus Maintenance in overseeing all engineering, maintenance and repair activities required by the Authority's active rail and bus fleets. Responsible for development, implementation, and administration of the reliability centered maintenance program. Responsible for managing operations and staff of the Everett maintenance facility. Duties & Responsibilities Under general direction of the Chief Mechanical Officer and in collaboration with Director of Rail Maintenance in the development of a rail vehicle reliability centered maintenance program for new red, orange and green line vehicles. Continue to administer the reliability centered maintenance program for the Blue Line #5 car fleet. Contribute to developing and implementing a maintenance philosophy that enhances the Authority's commitment to a state of good repair for all rail and bus vehicles. This includes but is not limited to the planning and supervision of the overhaul, repair and manufacturing of components for the Subway, Bus, Commuter Rail, Support Services and Revenue operations.Develop and implement corrective actions that will improve fleet reliability. This includes the planning for current production demands; establishing priorities, scheduling work, assigning manpower and ensuring that work is performed in a safe, timely and economical manner; coordination project scheduling cost analysis and the development and implementation of uniform work standards. Ensure that all equipment work in process and other physical assets under the control are protected and well maintained. Remain up to date on and fulfill all roles and responsibilities as related to the MBTA Safety Plan.Supervise the Authority's Everett Deputy Director, Maintenance Superintendents and their engineering/maintenance staffs.Will direct and supervise approximately 200 maintenance employees including Superintendents, Supervisors, Forepersons Engineers and other front line staff.Develop maintenance plans, maintenance procedures, and needs requests for rail and bus vehicle fleets.Oversee all aspects of the Everett Shops and establish maintenance objectives based on the performance of personnel, vehicles and facilities, taking corrective action to improve the operation as necessary.Develop and implement preventive maintenance programs and procedures for rail and bus vehicles in order to improve service through failure reductions.Remain up to date on and fulfill all roles and responsibilities as related to the MBTA Safety Plan. Ensure resources are available for all staff to comply with this plan. Inform and educate all staff of their roles and responsibilities. Implement standard repair times on all regular reoccurring work being performed at Everett Shops. Implement Lean initiatives on all aspects of Everett Shops duties and responsibilities.Be included in the rotation of weekend/holiday on-call duty lists as needed. Assist in the preparation, administration, monitoring and/or auditing of the annual Everett Maintenance Division budget.Participate in all phases of the recruitment and selection of employees for the department.Ensure the department's compliance with Authority policies and procedures, including compliance with all applicable safety standards, discipline processes, and mandated trainings.Ensure all inventory, equipment, facilities and materials under their control are protected and maintained and stored in a safe operating condition.Drive a company or personal vehicle to visit work sites and to assist at emergencies and/or events as needed. Respond either directly or through subordinates to emergencies on a twenty-four (24) hour, seven (7day per week basis)Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner.Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Minimum Requirements/Qualifications A bachelor's degree from an accredited institution.Eight (8) years of experience in transportation equipment repair and maintenance.Eight (8) years related experience in a supervisory capacity with large groups of employees.Effective organizational and analytical skills.Possession of a valid Driver's license.Responsible for developing maintenance plans, maintenance procedures, and needs requests for rail and bus vehicle fleets.Ability to use Word, Excel, or PeopleSoft applications.Have excellent customer service skills.Adhere to rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.Ability to pass a Criminal Offender Record Information (CORI) check, background screening, and the MBTA's medical requirements, including a physical examination and drug and alcohol screening.Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting, including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).The ability to handle sensitive and confidential information in an appropriate manner.The ability to provide internal and external customers with a courteous and professional experienceThe ability to work any and all shifts and/or locations as assigned or directed.Respond, either directly or through subordinates to emergencies on a twenty four (24) hours, seven (7) days per week basis.The ability to supervise and work effectively with a diverse workforce. Substitutions Include Seven (7) years of directly related transportation equipment repair and maintenance experience can substitute for a bachelor's degree.PREFERENCES:A Bachelor's degree in mechanical engineering from an accredited institution.Experience in the repair, maintenance and/or engineering of rail and/or bus vehicles.Experience as a Superintendent or equivalent position.Additional related experience in a supervisory capacity with a multi-union staff.
