Job Description:

The Safety and Security Supervisor develops, implements and monitors emergency preparedness and security services that support the organization’s operations, protects the safety of patients, visitors and employees and assures the facilities are compliant with regulatory requirements. The Safety and Security Supervisor demonstrates current knowledge of disaster preparedness practices, regulatory requirements, policy and procedures, and supports the ongoing education and training of employees, patients, visitors and community stakeholders. Serves as the Emergency Preparedness Coordinator, responsible for maintaining the Emergency Preparedness Plan and ensuring the organization’s involvement in local/regional emergency preparedness. The Safety and Security Supervisor regularly interacts with patients, visitors, and staff and is responsible for establishing and maintaining a safe environment at each one of our CHC sites. This position provides management and supervision to designated staff. Knowledge, Skills & Abilities • Reads, speaks, understands and writes proficiently in English. • Effectively communicates orally and in writing. • Represents the organization in a professional and effective manner to the community. • Independent and self-directed, able to work with minimal supervision. • Supports, motivates and sustains a team-oriented culture. • Organizes, prioritizes, and coordinates multiple activities, tasks and projects using time management skills. • Manage work processes, establishing and working under deadlines. • Works with initiative, energy and effectiveness in a fast-paced environment. • Problem-solves with creativity and ingenuity. • Skilled in facilitation, presentation and public speaking: one-on-one or in group settings. • Knowledge of the Incident Command System and National Incident Management System. • Knowledge of principles and practices of emergency response planning and activities. • Knowledge of principles and theories of disaster management and health care response to disasters. • Knowledge of new CMS regulations regarding healthcare emergency preparedness. • Proficiency in the use of Microsoft Office applications; Word, Excel and Outlook. Education • High School graduate or equivalent. • Associate's degree in a related field or in lieu of degree, a combination of equivalent education and work experience. Preferred: • Bachelor’s degree in related field such as emergency management, community/public health, or other healthcare related degree. • Completion of relevant emergency management courses such as the Federal Emergency Management Agency (FEMA) Independent Study Series and appropriate National Incident Management System (NIMS) and Incident Command System (ICS) courses; ICS 100 and 700 to be completed within two weeks of employment. Experience • One (1) year of experience in Emergency Management with extensive knowledge of both regulatory and facility preparedness standards. • Familiarity with emergency preparedness and safety principles. • Three (3) years of experience in healthcare security or related field. • Supervisory or Project Management experience at the department level (1 year). Credentials • Associate Emergency Manager (AEM) from International Association of Emergency Management (IAEM) within first twelve (12) months of employment. • International Association of Healthcare Safety & Security Advanced Certification. Other • Driver's license with the State of Washington. • Motor vehicle insurance liability policy, a certificate of deposit, or a liability bond to the required limits. Job Specific Functions/Performance Expectations: A. Job Specific Functions/Performance: General 1. Services Oversight - Responsible for the daily operational activities and functions of the service area. 2. Data Analysis/Reporting – Manages the preparation and analysis of information for the department. 3. Policies/Procedures/Forms – Assists with the development, implementation and review of policies and procedures and forms related to areas of responsibility 4. Adheres to attendance standards in order to perform the job functions for daily operations and/or continuity of patient care. B. Job Specific Functions/Performance: Emergency Preparedness 1. Legal/Regulatory Compliance – Stays abreast of and complies with designated OSHA and WISHA regulations. Assists with development, implementation and monitoring of the Centers for Medicare & Medicaid Services requirements for Emergency Preparedness. 2. Emergency Preparedness Coordinator – Serves in this capacity to assist the organization in the phases of planning, mitigation, preparedness, response and recovery from an internal or external emergency. 3. Emergency Preparedness Plan – Assists the Emergency Preparedness Team with maintaining the Emergency Preparedness Plan, which includes, workplace hazards, workplace exposures/infection control (in coordination with the Chief Nursing Officer), workplace emergency situations, and community emergency situations and overall safety. 4. Training/Exercises/Drills – Partners with the Emergency Preparedness Team to design, develop, execute, and evaluate Emergency Preparedness exercises and drills. Coordinates education and training opportunities for management and staff. 5. Community Alignment - Coordinates all functions related to the organization's involvement in local/regional emergency preparedness system with collaboration from leadership. 6. Employee Safety and Emergency Committees – Oversees the Employee Safety and Emergency Committees. Coordinates onboarding of new members and attends quarterly meetings. Reviews inspections to identify trends. Coordinates safety training and awareness programs (e.g. fire extinguishers, stair chair use, hazard communication). 7. Research and Best Practices – Investigates and makes recommendations regarding best practices with respect to emergency preparedness for the organization. 8. Special projects/collaboration - Completes special projects and assessments as directed. C. Job Specific Functions/Performance: Security Services 1. Hires, trains, evaluates, and manages all security staff to ensure assigned staff members receive proper guidance and resources to complete established objectives. 2. Security Risk Mitigation – Reviews written security event reports and evaluates for trends, training opportunities, or necessary changes to policies and procedures. Evaluates access reports and camera functionality on a regular basis. Assists with investigations of crime or employee misconduct. 3. Security Management – Partners with Management to perform Security Risk Assessments on a regular basis. Assists with the development of policies and procedures to ensure a safe and secure work environment. Assists with the administration, review and changes to the Security Management Plan. 4. Security System Administration – Works with Information Technology and designated leadership on security system design, installation, maintenance, and modifications or additions. Formulates and implements notification lists for security systems according to type of alarm and communicate instructions of use of the building security systems to key stakeholders. Investigates technical issues related to the building security system.
