This is a full time 1.0 FTE, 260 day Executive Director of Talent and Human Resources with benefits. Contracted start date is July 1, 2021.-- Salary listed is for the 2020-21 school year. This position is open until March 26, 2021 or open until filled. JOB TITLE: EXECUTIVE DIRECTOR OF TALENT AND HUMAN RESOURCES JOB SUMMARY: The Executive Director of Talent and Human Resources sets the vision and direction for the talent and leadership of all district employees. The Executive Director leads the recruitment, hiring, engagement, performance, and retention of the employee workforce and ensures the District's commitment to equity is integrated into all facets of human resources functions and leadership development. The Executive Director also oversees implementation of federal and state employment laws, oversees employee leaves and compensation, co-leads labor relations including negotiations, and serves as the District's Title IX/Civil Rights Officer. PERFORMANCE RESPONSIBILITIES AND ESSENTIAL FUNCTIONS:
    • Sustains and advances a commitment to District values, vision, and goals.
    • Focus on leading all stakeholders in support of the District's commitment to equity and for students furthest from educational justice.
    • Articulates a vision for Talent and Human Resources functions and establishes a department culture conducive to continuous improvement and production of high levels of services for constituents.
    • Develops and implements Human Resources policies and procedures in support of a positive and productive work environment across the district.
    • Develops and implements policies and strategies to effectively recruit, select, engage and retain a qualified and high performing work force.
    • Co-leads labor relations including contract negotiations, grievances, and contract implementation.
    • Oversees staffing process, employee transfers and hiring.
    • Provides professional development and resources to administrators for the supervision, performance, and evaluation of team members, including instances of employee misconduct.
    • Manages and aligns staff and fiscal resources.
    • Oversees employee accommodations and implements the District's Affirmative Action Plan.
    • Provides oversight and direction for all public records requests.
    • Serves as the Title IX Officer/Civil Rights Compliance Officer.
    • Implements and complies with all federal and state laws and reporting, District policies and the Code of Professional Conduct.
    • Serves as a member of the Superintendent's Cabinet.
    • Maintains consistent attendance and conforms to regular work hours specified under contract. JOB REQUIREMENTS; MINIMUM QUALIFICATIONS Skills, Knowledge and Abilities required to satisfactorily perform the functions of the job include:

      • Ability to lead conversations and discourse on topics related to race, class and equity.
      • Ability to communicate effectively, both written and verbal, with diverse people, including those in racially, ethnically, and socioeconomically diverse communities.
      • Ability to work with a diverse group of people under a variety of circumstances.
      • Ability to adapt to changing work priorities.
      • Ability to promote and foster a culture of continuous improvement and quality performance through feedback and ongoing support.
      • Valid Washington State driver's license or evidence of mobility. EDUCATION:--
        • Master's Degree, or higher, in Business, Educational Administration, Personnel Administration, Public Administration or related field. EXPERIENCE:
          • Significant experience in human resources administration or a closely related field including management experience.
          • Experience working directly with people from diverse cultural, racial, ethnic, gender, sexual orientation, ability, and socioeconomic backgrounds.
