Project Control Manager Consultant
Location: Everett, WA
Duration: Contract
Kelly Technology is currently recruiting for a Project Control
Manager to work with our client based in Everett, WA. While not
required, the ideal candidate will be Certified Cost Professional
(CCP) by the Association for the Advancement of Cost Engineering
International (AACEI).
This position will assist in establishing a new project control
function. The consultant will utilize advanced technical and
management knowledge of capital program control to ensure the best
outcomes from capital projects. The consultant shall serve as a
Subject Matter Expert on project schedule, cost estimates, and
budgeting for the agency's large capital programs with multiple
projects and functional areas having significantly large scope,
size, and complexity.
The position provides support and guidance to project managers in
contract administration to support compliance with procurement
policies and procedures and help minimize costs. The position will
manage the development and implementation of integrated program
management and control tools, techniques, and methods for
establishing, measuring, monitoring, and support performance
reporting of capital projects; collaborate in the establishment and
implementation of technical, administrative and control processes
to ensure daily project control activities are planned, authorized,
budgeted, scheduled, and coordinated with other programs,
divisions, departments, and outside agencies; champion the
contributions of Project Control Program with other programs,
divisions, departments, and outside agencies.
Essential Duties
1. Develop a new Project Control function at the agency. As an
individual contributor or with the support of supplemental staff
support, plans, develops, implements, and administers Project
Control policies and procedures for management and control of cost,
contingency management, change management, and procurement control
in capital programs; ensures full integration of Project Control
function with financial, contract and project management; supports
processes, policies and practices are interpreted and applied
consistently and effectively; ensures accountability and compliance
with all current and applicable state and federal laws, agency
policies and procedures, rules and regulations.
2. Provides technical and expert support to project managers in:
managing the development and implementation of baseline cost
estimates and schedules for assigned projects; ensuring the full
integration of scope, schedule, costs, risk, and resources; control
change to project and contract through formalized change control
procedures for scope, schedule, and budget. Participates in the
development and administration of the annual Project Control
budget.
3. Oversees, prepares, and/or reviews cost estimates and budgets,
prepares reports to document planned versus actual budget
performance, conducts, and interprets earned value, monitors
trends, and prepares cost forecasts.
4. Support the Project Manager in the oversight of the work and
work product of consultants and/or related project contractors
ensuring quality work products and timelines are met.
5. Supports project managers, utilizing scheduling techniques and
practices to develop and maintain cost and schedules which
accurately depict major activities, durations, milestones, and
relationships. Reviews the contractor's monthly schedule submission
with progress in the field. Prepares or reviews any written report
for the agency including graphical representations of the
contractor's ability to achieve the overall project goals. Prepares
or reviews Time Impact Analysis reports for all
contractor-requested extensions of time.
6. Assist in the development and implementation of integrated
program management and control (cost and scheduling) tools,
techniques, and methods for establishing, measuring, monitoring,
controlling, and reporting the progress and performance of capital
projects.
7. Supports project managers in maintaining the project risk
register to capture, monitor, and mitigate potential risks that are
associated with the project, including third-party risks. The risk
register will be reviewed with all major stakeholders every month
and mitigation plans will be conveyed to the appropriate risk
managers.
8. Reviews, analyzes, and interprets project design and budgets,
schedules, and costs related to projects to ensure conformance with
authorized scope, time, and budget requirements. Identifies
cost-related problems which arise during project execution and
recommends corrective actions and creative solutions.
9. Provides training, outreach and change management communication
to the department project managers, customers, and partners, for
the successful establishment of a new Project Control function at
the agency.
10. Provides change control support to the Project Manager and
Consultant Resident Engineer(s). This may include updating and/or
reviewing a Change Order Log report, assistance in the preparation
of Finding of Fact, support in Change Order negotiation and
preparation of the Record of Negotiations.
11. Performs other duties of a similar nature or level.
Requirements
Minimum Qualifications
--- Bachelor's Degree from an accredited college or university in
Engineering, Construction Management, or a closely related
field.
--- Seven years' experience performing project coordination and
project control functions
--- Three years of managerial or supervisory experience
An equivalent combination of education, skills, and experience
sufficient to successfully perform the essential duties of the job
such as those listed above may be considered.
Preferred
--- Certified Cost Professional (CCP) by the Association for the
Advancement of Cost Engineering International (AACEI).
--- Project control on transit, engineering design, and
construction project management.
--- Proficiency with Project Portfolio Management (PPM)
software.
--- Budget administration and analysis, contract administration,
financial data analysis and reporting.
--- Experience with construction project delivery methods, and
monitoring work products of consultants and/or related project
contractors.
Qualification to enter this position requires knowledge of the
following:
--- Knowledge of principles and practices of contract
management
--- Knowledge of principles of customer service and continuous
quality improvement
--- Principles, practices, and procedures for leading
programs/projects.
--- Principles and practices of project control techniques, budget
preparation, and budget control/monitoring techniques.
Qualification to enter this position requires skill in the
following:
--- Supports Project Managers in advising on high
value/high-profile capital, construction, and project management
contracts, including consulting contracts.
--- Identifying and resolving potential and existing issues with
project scopes, terms, deliverables, and cost formulas for
contracts, amendments, and change orders
--- Applying appropriate oral and written communication techniques
to various individuals ranging from Agency employees, the public,
elected officials, community leaders, and local, state, and federal
agencies
--- Communicating technical information to a diverse audience,
including executive leadership.
--- Financial accounting and work breakdown structure and its
application to the scope of project work.
--- Scheduling software and computer estimating systems.
--- Partnering and negotiation principles and practices.
--- Utilizing contract management and financial system software and
computer systems including relational database systems, scheduling
systems, computer estimating systems, and budget control monitoring
systems.
--- Demonstrating a positive customer service orientation with both
internal and external clients.
--- Using technical concepts and general project management tools
and techniques to effectively coordinate project control activities
and functions and solve complex problems in creative and effective
