    Job SummaryUnder general guidance of the Director of Employee Engagement, translates the agency's strategic mission and goals into agency-wide human resources strategy to support the overall business plan and create a positive employee experience. - -Serves as a member of the Employee Engagement (Human Resources) leadership team and a strategic partner.This position oversees various programs but principally serves as the Agency's chief labor negotiator. -The position also manages other human resources programs including policy development, benefits administration, employee/labor relations, drug and alcohol and employee wellness. - -The position supervises management and administrative staff, works with legal advisors on regulatory responses, advises internal customers, and manages programs and projects, and compliance with policy, procedures, regulations, laws and EEO/affirmative action affected areas. The scope of responsibilities for this position includes overseeing broad, complex, and potentially sensitive issues and situations that may have substantial impact on the company.
    Essential Duties 1. - - - - - -Plans, organizes, staffs, directs, coordinates, oversees, evaluates, and trains assigned staff.2. - - - - - -Functions as a strategic business advisor to executive and senior management of each department regarding key organizational and management issues; including the administration of collective bargaining contracts, resolution of personnel issues, disciplinary action and other personnel matters. Which may necessitate determining when to contact legal counsel.3. - - - - - -Functions as the chief labor negotiator leading negotiations with the various unions, managing the response to grievances, and other labor relations matters. Presenting recommended changes to the Board of Directors.4. - - - - - -Provides oversight and direction for the agencies benefit program, providing service and information regarding salary, classification, range and step increases, leaves, health and welfare and retirement. Articulate with Payroll Department as needed to ensure proper salary and benefit payments.5. - - - - - -Provides oversight for HRIS activities, labor, performance management, drug & alcohol program, workers' compensation, succession planning, retention and talent acquisition.6. - - - - - -Develops and recommends policies, procedures, and programs relating to human resources; and ensures that all policies and procedures are implemented. Interprets and administers employment laws and personnel policies to applicants, employees and the general public providing advice and recommendation to stakeholders.7. - - - - - -Prepares through research and analysis, statistical data compiling reports, surveys, metrics and materials serving as a resource person for Executive Team and Board of Directors.8. - - - - - -Leads, manages and maintains vendor management services and vendor evaluation, selection, and contract negotiation.9. - - - - - -Performs other duties of a similar nature or level. -Minimum Qualifications
  • Bachelor's degree in human resources management, business administration or public administration or another related field
  • 10 years in Human Resources
  • 5 years management level Human Resources experience accountable for labor relations, employee relations, staffing, compensation and benefits
  • 3 years in public sector Human Resources
  • 5 years of experience in supervision. In a medium size (500+ employees) organization.
  • HRIS experience including performance management and recruitment
  • SHRM-CP, PHR, CEBS or NPELRA certification -An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above may be considered. -The essential functions of this position require face to face interaction with various partners, engaging with individuals, meeting clients, contractors and others, that the predominant time will be on base. -Preferred
  • Master's degree in human resources management, business administration or public administration or another related field
  • SHRM-SCP or SPHR certification
  • Transit experience
  • PeopleSoft, ICIMS, Halogen -Entry Requirements for: Knowledge and Skills -Qualification to enter this position requires knowledge of the following:

  • Principles and best practices for personnel recruitment, selection, compensation, benefits, labor relations, employee relations, and human resources information systems

  • Principles and processes for providing customer service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction
  • Laws, regulations, precedents, and interpretation and interaction of company policy and contract administration
  • Human behavior and performance; individual differences in ability, personality, and interests; learning and motivation
  • Negotiation, to persuade vendors, employees and others toward a specific goal or action - -Qualification to enter this position requires skill in:
  • Active listening, giving full attention to what other people are saying, taking time to comprehend and understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times
  • Interpreting and applying applicable Federal, State and/or local laws, rules and regulations
  • Developing, interpreting and implementing policies and procedures
  • Supervision and development of direct staff. Motivating, developing, and directing people as they work, identifying the best people for the job
  • Being aware of others' reactions and understanding why they react as they do
  • Considering the relative costs and benefits of potential actions to choose the most appropriate one

  • Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions

  • Proficient use of software applications products including word processing and spreadsheets

  • Presentation skills -Physical RequirementsSedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
