SALARY RANGE
General hiring range: Level I $71,440 - $89,300; Level II $80,880 -
$101,100
Chelan PUD employees also enjoy outstanding benefits which include
the option of a zero cost medical plan (medical, dental and vision

Washington State Public Employee's Retirement System, Deferred
Compensation (with company matching funds up to 5%), 11 holidays
and initial personal leave accrual at 21 days per year.
Introductory Period: New employees holding regular positions must
complete an introductory period of twelve months.
JOB POSTING
JOB PURPOSE:
Construction managers are responsible for performing Construction
Management activities. Level I Construction Managers are
responsible for smaller, low-risk projects (generally less than
$300k). Level II Construction Managers are responsible for a
variety of intermediate sized projects with significant financial,
reputational and/or safety risk. Projects for both levels may
include civil, mechanical, electrical and/or general construction
projects. This position may be assigned to manage specific types of
utility industry construction work such as line distribution
construction, power plant construction, or technology
infrastructure construction on an ongoing or project basis.
Oversight of fieldwork will be required in addition to office work
for the completion of administrative requirements.
JOB FUNCTIONS: To perform this job successfully, an individual must
be able to perform each essential function of the job
satisfactorily. Essential functions (EF) are those activities that,
if not performed, would significantly and fundamentally alter the
position.
# EF/SF % of Time Job Functions
1. EF 20% Coordinate construction related activities. Collaborate
and communicate work plans and schedules with contractors, other
District work groups, stakeholders and local regulatory agencies.
Provide daily management of construction projects in accordance
with project management or business unit plans and construction
documents; conduct pre-construction, progress, and quality
meetings; perform safety/clearance tagging or other safety
procedures applicable to the job site and provide coordination
between construction activities and operational activities. Level I
will provide data and make recommendations to engineer or project
manager regarding change requests. Level II negotiate construction
change requests up to $10,000.
2. EF 20% Document construction activities: Report work progress,
keep log of labor, equipment and materials. Collect as-built data
and related records; record pre-operational and commissioning data.
Collect information required to analyze and process variances,
field orders, change orders, stop work directives, and progress
payments. Develop project schedules; monitor and update project
schedules and track costs using spreadsheets and project scheduling
software.
3. EF 20% Perform inspections. Schedule inspections and testing
performed by third parties. Provide inspection results to
engineers, clients and project managers. Turnover inspection
reports to clients/project files for long-term retention. Assist
with development of inspection and test plans.
4. EF 15% Assist with project close out and transition to ongoing
operation and maintenance including training, as-built
documentation, OMI's, preventive maintenance plans, and spare
parts.
5. EF 10% Prepare construction cost and time estimates for use in
developing budgets, procuring labor and equipment services, and
analyzing field work orders and change orders.
6. EF 10% Procure materials, equipment and labor resources as
required in accordance with District procedures.
7. EF 5% Prepares or assists in preparing construction plans,
project cost estimates and schedules, drawings and bid
specifications, and building documents.
8. EF Ongoing Drive a motorized vehicle while conducting business
on behalf of the District.
9. EF Ongoing Maintain regular and predictable attendance. Perform
related duties and responsibilities as required. Comply with
District policies. Complete all required training. Maintain a
working knowledge and comply with District safety procedures and
specific safety requirements of this position, and those in
accordance with applicable provisions of the Revised Code of
Washington (RCW) and Washington Administrative Code (WAC).
QUALIFICATIONS: The qualifications listed below are representative

Post-Secondary Education:
Journey-level certification or bachelor's degree (B.S., B.A.) in
Construction Management, Construction Technologies, or related
degree from a college or university or equivalent combination of
education and experience that provides the necessary knowledge,
skill and abilities.
Experience:
Level I requires a minimum of one (1) year experience performing
job site management, construction scheduling, administration and/or
cost estimating, project superintendent role, field engineering or
other related activities.
Level II requires a minimum of five (5) years' experience as a
construction manager, or a minimum of eight (8) years as a field
engineer, construction superintendent, or equivalent.
Specific KSA's: A fully skilled incumbent will have the following
specific knowledge, skills, and abilities:
Knowledge:
- This position demands an understanding of construction management
practices, techniques, and principles necessary to manage
relatively small construction projects.
- Knowledge of District standards
- Related regulatory requirements
Skills:
- Proficiency in the use of computers and other technical
equipment.
Abilities:
- Ability to communicate effectively at all levels
- Ability to manage the work of field inspectors or field crews,
receive direction from Project Managers and oversee contract
personnel to ensure compliance with District standards.
Language Skills:
Must be proficient in reading, writing and speaking English.
Bilingual fluency in English and Spanish is desired.
Computers & Equipment: A fully skilled incumbent will have the
ability to utilize the following software, hardware, or
equipment:

Microsoft Outlook; Microsoft Excel; Microsoft Word; Microsoft
Project; Primavera and General Office Equipment.

LICENSE REQUIREMENTS
A valid driver's license is required for this position (verified
upon hire). A valid Washington State driver's license is required
within 30 days of employment.
