Overview:Under general oversight, is responsible for developing and implementing a comprehensive DE&I strategy. Through engagement within the Agency, align our DE&I programs and initiatives to our mission and core values. This hands-on role will focus on supporting practices that accelerate diversity, support a culture of inclusion at all levels, and build relationships with community organizations and experts who can magnify our diversity, equity and inclusion focus and objectives. Works cross departmentally throughout the Agency as a liaison in decisions on the design, implementation and evaluation of transit practices that foster diversity and equity throughout Snohomish County transit system.The position will create and deliver initiatives designed to build a culture of inclusion and ensure the long -term sustainability of DE&I efforts. The successful candidate will be a champion for DE&I, successfully building and maintaining relationships with key stakeholders and will design and execute creative ways to develop Agency approaches, practices, policies and processes. They will ensure the Agency follows appropriate legislation and employment law regulations around bias and inclusion, act as our representative in formal complaint investigation proceedings, ADA compliance, provide oversight and coordination for Affirmative Action and EEO programs and reporting and advise Leadership team on adopting changes in practice, policy and process that may be affecting protected groups.Essential Duties:* Serves as the DE&I subject matter expert, consulting with Executive leadership and employee Engagement to understand and identify areas of opportunity to deliver on our strategies and core values.* Develop, implement, and effectively communicate organization-wide DE&I initiatives that are focused internally and externally with the input of key stakeholders and Leadership Team members.* Collaborates with agency partners and serves as a resource with internal and external stakeholders to develop relationships with diverse communities and be a resource to the agency to address needs of our diverse customers. Collaborates with agency partners and serves as a resource in the oversight and evaluation of the implementation of work contributing to diversity and equity in the following areas: (1) Title VI analysis and compliance, particularly in areas of service expansion and fare policy; (2) community engagement and partnership development; (3) data collection, analysis and application for EEOC and ADA matters.* Develop and implement DE&I focused programs, Equity Networks, affinity groups and other initiatives to support a diverse and inclusive culture. Guide Equity Networks and Affinity groups to ensure robust participation in DE&I initiatives within allocated budget.* Own, execute and analyze the results of employee engagement surveys annually. Establish metrics and monitor the workplace, raising awareness and ensuring internal practices support and accelerate change. Leverage data and insights to influence and facilitate organizational change to foster DE&I.* Collaborate with department leaders to integrate DE&I into current department strategies. Provide guidance to develop team members who support execution of DE&I framework and initiatives.* Provide coaching to leaders and managers to enhance their capability to be inclusive leaders and allies. Develop mentorship programs. Lead, coordinate and facilitate community DE&I activities.* Ensure compliance with government DE&I regulations and reporting requirements. Update Company policies and practices to support a respectful and inclusive culture in collaboration with Agency leadership.* Performs other duties of a similar nature or level.Requirements:Minimum Qualifications* Bachelor's degree in relevant field of study.* Three years progressively responsible experience leading a change initiative or implementing DEI programs.* Five years' experience with diversity concepts and programs.Preferred* Recent experience managing Diversity, Equity & Inclusion programs.* Proven and demonstrated track record of leading comprehensive diversity and inclusion-related initiatives and programs.Entry Requirements for: Knowledge and SkillsQualification to enter this position requires knowledge of the following:* Diversity concepts and programs.* DE&I best practices that can be leveraged within the organization.* Diversity metrics and analytics.* Local, state and federal regulations relating to Employment Law and Affirmative Action.* Familiarity with strategic planning techniques and principles, policy development and analysis and process improvement techniques and principles.Qualification to enter this position requires skill in:* Executive-level interface and a high degree of executive influence. Skilled at influencing a broad group of stakeholders, partners and senior leaders - without direct authority.* Business acumen and diversity concepts and programs.* Organization, self-motivation and working independently.* Managing multiple projects. Implementing projects/programs and leading change initiatives.* Strong communication, interpersonal, organizational and presentation skills.* Collaborative with a natural orientation towards community building.* Excellent written and verbal communication skills with ability to tailor messages for specific audiences.* Analysis, planning, organizational and project management.* Building consensus among diverse individuals with varying opinions and convincing others to initiate actions to achieve goals.* Handling multiple competing priorities and sensitive situations.* Creating work plans and corresponding budgets.* Work effectively at all levels in a collaborative team environment.Physical RequirementsClimbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions.Sedentary Work: Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly.
